John Paul Foote, 45, was on parole for involuntary manslaughter in Georgia, police said.

An Augusta, GA man on parole in Georgia for involuntary manslaughter has been incarcerated at Montgomery County prison following arraignment this week on heroin, marijuana and weapons charges in Towamencin Township.
Police said John Paul Foote, 45, of the 3400 block of Sutton Place, was allegedly found in the front seat of a parked green Buick Park Avenue early morning Monday at Ed's Exxon at 1780 Sumneytown Pike.
Foote was hunched back in the front seat with another man, police said.
An officer on routine patrol found the vehicle and made contact with Foote.
Police said an odor of alcohol was emanating from the vehicle.
Further investigation found Foote allegedly in possession of heroin, marijuana, Clonazepam pills and drug paraphernalia, police said.
Police also allegedly found a switchblade between the driver's seat and center console, police said.
Foote was arrested and charged with possession of a prohibited offensive weapon, possession of a controlled substance, possession of a small amount of marijuana, and possession of drug paraphernalia, police said.
Foote was held on a detainer for parole violation from the Georgia Department of Corrections Warrant Division, police said.
He was arraigned before District Judge Patricia Zaffarano and sent to prison in lieu of $10,000 cash bail, police said.
