Montgomery Man Heads to Court for Allegedly Exposing Penis Through Khakis

Marc Rothstein, 35, of Stratford Court, allegedly repeated his indecent exposure behavior to his female neighbor and her sister

A Montgomery man who allegedly exposed his penis through an 18-inch rip in his khakis to his female neighbor on several occasions outside his Stratford Court townhome is headed to county arraignment in December on indecent exposure charges.

March Rothstein, 35, of the 100 block of Stratford Court, faces two counts of indecent exposure, two counts of harassment and two counts of stalking, according to Bradley Schlegel of The Reporter.

The alleged incident occurred May 22 around 5:30 p.m. when Rothstein exited his home, went to his car and then allegedly approached the victim as she walked into her home, according to the article.

The victim testified at a preliminary hearing Thursday at the district court of Judge Andrea Duffy in Montgomeryville that she positioned herself between a real estate sign and Rothstein, while maintaining eye contact, according to the article.

The rip was below the belt line and a couple inches above the knee, according to the article. The victim said the rip was “cut on purpose,” according to the article.

The victim’s sister also saw the alleged exposure as she pulled into the driveway of her sister’s home, according to the article.

An affidavit alleges that Rothstein allegedly repeated the behavior at least once a month since August and would talk to the victims in “an aroused state,” according to the article.

There were also four other times when Rothstein allegedly exposed himself while wearing Eagles pajama pants, according to the article.
