Lansdale Adopts Personnel Policy Manual, HR System

Borough Manager Timi Kirchner now has a document that guides her, as it relates to management of employees and staff in Lansdale

Employees of Lansdale Borough, present and future, now have a document that outlines the guidelines, policies and procedures that impact their employment — a personnel policy manual. Yet the policy does more than that — it now guides the borough manager as it relates to management of that personnel in the borough. Borough council last week unanimously adopted the 79-page policy manual, which is a major facet of the recently completed human resources study by N.J. Hess Associates of Hummelstown, PA. Lansdale Police Chief to Take Over as Interim Manager

Robert McDyre will sit in as interim borough manager due to medical leave of current manager Timi Kirchner

Lansdale Police Chief Robert McDyre was appointed interim borough manager Wednesday by council, effective May 21, due to the medical leave of current manager Timi Kirchner. Kirchner said McDyre will sit as interim manager anywhere between two to eight weeks. Borough council held an executive session during its work session Wednesday on this matter. Under Chapter 13 of the Lansdale Borough Code, in the absence of the borough manager, he or she shall designate one quaified member of his or her staff who shall perform the duties during the absence. The code states the person shall not perform the duties for a period longer than two weeks without approval of council.

Lansdale Council OKs Purchasing Manual

Borough Manger Timi Kirchner has more guidelines toward her borough code-enforced purchasing power, and retains her power to request or not request proposals for contractual work

Lansdale Borough Manager Timi Kirchner now has more guidelines toward her purchasing power in the borough. Not only that – Kirchner continues her authority to put out or not put out Requests for Proposals for specific borough contractual services. Council this month approved unanimously the approval of a purchasing manual for the borough for the procurement of services and bids. Councilmen Rich DiGregorio and Jack Hansen, both Democrats from Ward Two, were dissenters earlier in the meeting when they said Kirchner's power to decide whether or not an RFP should be required for professional consultancy should be removed from the purchasing manual.
