Accused Towamencin Flasher Heads to Trial on Indecent Exposure Charges

Thomas Clifford, of Main Street Apartments in Towamencin, waived numerous charges of indecent exposure and open lewdness to Montgomery County Court of Common Pleas following a preliminary hearing in Lansdale Tuesday.
Clifford is free on $50,000 unsecured bail and cannot return to Main Street Apartments without a police escort. He must also undergo a psychiatric evaluation prior to final disposition, according to the court.
Clifford allegedly exposed his naked body and genitals to two young boys at the apartment complex on June 26, and allegedly repeated the incident to a woman and her husband on June 30, according to court documents.
"He needs psychiatric help," said Shannon Enggasser, the resident of the apartment complex whose sons witnessed Clifford's alleged act.
"He needs to be incarcerated," she said after the hearing Tuesday. "Young kids were exposed and they are terrified to stay in the apartment building.
Enggasser said a repeat occurrence could have been avoided if the manager of Main Street Apartments "did her job."
On June 26, at 9:16 a.m., Enggasser called Towamencin Police Department to report an indecent exposure incident, according to court documents.
Enggasser reported that her two juvenile sons walked out to the Dumpster in front of their apartment unit to take out trash. The sons saw a naked man, identified as Clifford, police said, standing at his sliding door, watching them as they walked to the Dumpster.
While discarding the trash, Clifford allegedly walked away from the sliding door and came back, continuing to watch them, police said.
One brother left and rushed inside to warn Enggasser, according to court documents. He asked his mother to do something about "that." The son brought Enggasser outside and he pointed to Clifford, who was still standing in his doorway, police said.
Enggasser confronted Clifford and yelled at him to go inside and put on clothes, telling him children were present, the affidavit states.
Clifford allegedly said to Enggasser, "What? You don't like what you see?" and gestured toward his genitals, according to the affidavit.
Clifford was arrested and charged with indecent exposure and released on unsecured bail.
Four days later, Towamencin Police officers were called again to Main Street Apartments at 11 a.m. for a report of a resident exposing himself to people walking by his sliding door, police said.
A woman told police that she was walking by the G Building and Clifford, who was standing to the left of a right exterior staircase, allegedly exposed himself, police said. Clifford was allegedly completely naked and he shook his genitals.
The woman walked by Clifford's apartment again with her husband, and Clifford allegedly shook his genitals again, police said.
Officers knocked on Clifford's apartment door and Clifford answered wearing just a bathrobe, police said.
Officers questioned Clifford on what transpired, and he denied exposing himself, police said. During questioning, Clifford appeared nervous, police said. 
Clifford was arrested and charged with two misdemeanor counts of indecent exposure, two misdemeanor counts of open lewdness and two counts of harassment, according to court records.
Formal arraignment for Clifford is September 11. Clifford was represented at his preliminary hearing by public defender George Griffith Jr.
