Carpenter also ordered McConnell to complete a treatment program, and prohibited in from having any contact with anyone at General Nash Elementary School, according to the article.

On May 27, 2011, at 3 p.m., General Nash Elementary School was holding its Olympic Day ceremonies outside the school.

The students were given water bottles due to the warm temperature that day, police said.

McConnell allegedly approached an 11-year-old female student and asked her to squirt him with her water bottle, police said.

As he asked this request, McConnell allegedly exposed himself to the girl and another 9-year-old female student observed the incident, police said.

According to the article, Detective John Wittenberger alleged in the arrest affidavit that "the male subject lifted a leg and exposed his penis to the 11-year-old" after he asked her to squirt him.

The student immediately reported the incident to faculty. A teacher located McConnell and asked the reason for him being on school property, police said.

McConnell allegedly left the area in a hurried manner and entered a dark blue Pontiac sedan and fled the area, police said.

The teacher could not obtain the license plate number, but observed a large Sunoco sticker above the license plate.

Towamencin Police were summoned and McConnell was not immediately located, police said.

On July 14, an investigation led to McConnell allegedly being the male at the school on May 27.

McConnell owns a Pontiac Grand Prix with a large Sunoco sticker above the registration plate, police said.

A warrant was obtained July 15 and McConnell was arrested at his home, police said.
