Hatfield Man Accused of Killing Male Escort in Colorado

A Hatfield man and U.S. Army veteran has been arrested for allegedly beating an escort to death in 2011 in Grand Junction, CO, whom authorities said he met on Craigslist for sex.

Billy Joe Delacey, 36, formerly of Fruita, CO, was arrested Friday at his Whitemarsh Lane, Hatfield home, according to The Daily Sentinel in Grand Junction, CO.

According to the article, Mesa County, CO Chief District Judge David Bottger signed off on a grand jury indictment this week.

Delacey is charged with first-degree murder, second-degree murder, possession of sexually exploitative material and misdemeanor theft in connection with the beating death of 26-year-old Luis Alberto Vasquez-Oliva aka Beto, according to a grand jury indictment

Oliva was an undocumented Mexican national who was killed in Apt. 6 at 540 29 Road in Fruita, CO, according to the article.

Delacey formerly lived at 1074 Cedar Way, Unit 102 at the time of the murder, according to the article.

Authorities said Oliva died between 6 a.m. July 31, 2011 and 2 a.m. Aug. 1 of blunt force trauma to the back of the head, according to the indictment.

Oliva was found laying on a deflated air mattress by his roommate, according to the indictment.

Investigators said Delacey is “Billy,” a man Oliva had messaged on Craigslist who was responding to a massage ad, according to the indictment.

Delacey was identified from a photo “Billy” sent to Oliva, according to the indictment.

“Billy,” using the email ninetysevenecho@gmail.com, messaged Oliva to meet on July 30 and July 31, 2011. There was a failed attempt at sex on July 30, where “Billy” wrote, “I promise I won’t be nervous again,” according to the indictment.

Delacey admitted to meeting Oliva on July 31 for a massage, but didn’t want to have sex and left at 10:15 a.m., according to the indictment. However, he left behind a $100 payment for sex, the article states.

Then, Delacey’s accounts on his whereabouts of July 31 raised suspicion, including buying gas at a store that morning, but there was no record found, according to the indictment. Delacey also claimed to drop off a rent check at the post office that morning, but investigators found he paid with money orders dated Aug. 1, according to the indictment.

The indictment states:

When directly accused of killing the victim, Billy said he did not know why we would think that and said, 'I don’t know what to tell you, I didn’t have anything to do with anyone’s homicide or anything like that, I guess we’re done.'

Authorities said Delacey used an evidence eliminator program on his computer before he was contacted by police, according to the indictment. Six images of child porn were also recovered from Delacey’s computer, according to the indictment.

Delacey moved to Hatfield in December 2011 to live with his stepfather and then his stepbrother, Michael Frankenfield, according to the article.

Delacey remained Friday without bond at Montgomery County Prison, according to the article.
